On July 22, 2011, the Government Quarter of Oslo and the island of Utøya – to the northwest of the city – where political activities for young people were developed – suffered one of the major terrorist attacks in the modern history of Europe. Several years after the event, this metropolis is still affronting its consequences. The construction of the new Government Quarter and the lack of security measures around the city is making a change in the way of planning the urban future of Oslo. Therefore, this research will explore one of the significant current challenges in the Norwegian capital: the coexistence of security measures with the liveability in the new development of the Government Quarter and the city in general terms. The main goal of this study will be to understand the insights into the security and liveability of different actors involved in the new development. Moreover, through the combination of three methods – GIS visualisation, qualitative interviews and planning document analysis – the current investigation will be carried out to answer the main research question and three subquestions elaborated to understand the problem from three different approaches.
